Accounting for water use and productivity AgEcon

This paper presents a conceptual framework for water accounting and provides generic terminologies and procedures to describe the status of water resource use and consequences of water resources related actions. The framework applies to water resource use at three levels of analysis: a use level such as an irrigated field or household, a service level such as an irrigation or water supply system, and a water basin level that may include several uses. Irrigation occupies a central position in China’s crop production. However, due to low per capita water resources, much worse, unevenly distributed over regions and time and the rapid increase of water diversions to non-irrigation sectors, irrigation water shortages have become a very serious problem. Without the adoption of effective measures this problem may even threaten China’s food security. Currently, irrigation efficiency is very low in general, irrigation water prices cannot fully recover water supply costs, and irrigation facilities are aging due to the lack of funding for O&M (operation & maintenance). Development and evaluation of a regional water poverty index for Benin AgEcon

The paper discusses the application of the Water Poverty Index (WPI) as a monitoring tool for Benin’s water sector. Benin is currently in a process of political decentralization shifting responsibility for and administration of rural water supplies from the national to the communal level. Appropriate indicators are needed for monitoring and analyzing the progress of the water sector for each community. The Water Poverty Index allows monitoring of a combination of aspects affecting rural water management, including water sources, access to and use of water, human capacity to manage water, and environmental impacts. Economic analysis of water supply cost structure in the Middle Olifants sub-basin of South Africa AgEcon

Using data gathered from the National Treasury of South Africa, we examine the structure of water supply costs and tariffs of Water Service Authorities (WSAs) in the Middle Olifants sub-basin of South Africa. Using the translog cost function method, the marginal cost of water supply and economies of scale are estimated. Comparison of tariffs and marginal costs show that the estimated marginal cost is higher than the actual tariff paid by consumers. This implies that WSAs in the Middle Olifants are not charging enough to recover the costs of the water services. Thus, among other things, pricing of water at its marginal cost would partly assist in solving the cost recovery problem. Raised tariffs would in turn contribute to improved efficiency of water use....

ECONOMIC VALUATION OF SOME WETLAND OUTPUTS OF MUD LAKE, MINNESOTA-SOUTH DAKOTA AgEcon

The objective of this study was to estimate some economic values of Mud Lake, a managed, lacustrine wetland on the Minnesota-South Dakota border. Several outputs of Mud Lake were identified and an economic value was estimated for each. Flood control was valued at approximately $440 per acre, based on dollar damages prevented; water supply, using public utility revenues, was valued at $94 per acre; fish/wildlife habitat, recreation, and aesthetics were valued at about $21 per acre using the Contingent Valuation Method; and corrective expenditures were used to evaluate water quality at a negative per acre value of $180. Economies of Scale and Technical Efficiency in Community Water Systems AgEcon

In this study we use datasets from the 1995 and 2000 Community Water Supply surveys to examine the production costs of water supply systems. We first estimate the economies of scale in water supply by estimating the total unit cost as well as individual component cost elasticities. For total unit cost elasticity, we find that a 1% increase in production reduces unit costs by a statistically significant 0.16%. For individual component cost elasticities, we find that higher economies of scale exist in capital costs, outside costs, other costs, and materials costs; labor costs and energy costs exhibit lower but still positive economies of scale. La localidad donde se realizó la investigación se ubica en la región XIII Aguas del Valle de México, donde la disponibilidad media de agua per cápita es de 143 m3 habitante-1 año-1, la más baja a nivel nacional, situación que orilló a indagar, cuál de los siguientes factores presentan fugas en el cuidado y la conservación de agua: a) en la percepción que tienen los usuarios de la cantidad; b) en el volumen de suministro en la toma domiciliaria; c) en otros problemas no detectados. The bananas are thought to be particularly sensitive to changes in the environment. This review considers some historical and recent investigations into the response of the leaf, root and reproductive system to the environment. Monteith's analysis of the response of plants to intercepted radiation is appropriate for analyzing the productivity of bananas and plantains. The banana is sensitive to soil water deficits, and expanding tissues such as emerging leaves and growing fruit are among the first to be affected. As soil begins to dry, stomata close and leaves remain highly hydrated, probably through root pressure. Productivity is affected because of the early closure of stomata. Estimating productivity of water at different spatial scales using simulation modeling AgEcon

A clear understanding of the current water balance is required to explore options for water saving measures. However, measurement of all the terms in the water balance is infeasible in terms of spatial and temporal scale, but hydrological simulation models can fill the gap between measured and required data. For a basin in Western Turkey, simulation modeling at three different scales, field, irrigation scheme and basin scale, was performed to obtain all terms of the water balance. These water balance numbers were used to calculate the Productivity of Water at the three spatial levels distinguished to assess the performance of the systems.
